They do have actual soldiers as contacts for group and you send it to that person with "attn: any soldier" so they know it's not just for them personally.

But it looked like, according to ABC news, that the DoD doesn't want anyone but friends and family to send packages.

OK, with a specific soldier, that's OK by postal regs. And you're just a friend they haven't met, yet.
